ISP Independent IP address...

I am researching obtaining IP addresses that would be independant of any specific ISP. I currently have a class 'C' from a provider I am not happy with and am considering a multi-vendor situation for a series of local T-1s. Anyone have any ideas who I would need to register with?

Dear Sir/Madam,
I am sorry, but its very hard to have ISP independent IP-address. To have it you probably need to become an ISP yourself or you should have big enterprise! Only in this case InterNIC will provide a range of IP-addresses or an IP-network. The physical layer of Internet is much more complicated than Domain Name System and you should accept it because ISP provide you with the IP-address from his own subnetwork and you have connection with the Internet only while you have such IP adress. You can't have an independent IP without having your own network - this is the law of the Internet. Very sorry about the situation you are in now. Try to have a few IP adresses and if you have considered to have your own net - try to contact with InterNIC(www.internic.net). ISP Independent IP address...

I'm too small for Internic but, I have found several vendors that are willing to supply me with IP addresses independant of their network that I would later have to register with ICANN.

Agreed with the previous answer. To be more specific, you have to contact ICANN (http://www.icann.org/). This is pretty new organization, founded in 1999, and inherited InterNic's functions. ICANN coordinates the assignment of the following identifiers that must be globally unique for the Internet to function:
- Internet domain names
- IP address numbers
- protocol parameter and port numbers
