How do I creat a legal caption and place it on every cpu in my network without going to every cpu?

If you have the resource kit use c2config.exe and modify the "dosplay logon message" option

You can implement policies as follows:Logon Banner

Category: Windows NT System
Subcategory: Logon
Selection: Logon banner
Description: Before the user logs on, displays a custom dialog box with text.
Key: HKEY_LOCAL_MACHINE \Software \Microsoft \Windows NT \CurrentVersion \Winlogon
Registry Value Registry Data Description

LegalNoticeCaption REG_SZ Off = value is removed; On = text of caption
LegalNoticeText REG_SZ Off = value is removed; On = text of notice

Do something similar for the win9x boxes. You could create a reg file with the changes and run this at next logon as well.

REGEDIT4
Create a text file with the following lines give it an extension of .reg and put it in the logon script (You can remove it after you are sure every one has run it at least once)
---------------------------------------------
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]
"LegalNoticeCaption"="COMPANY NAME"
"LegalNoticeText"="Legal Message here"
---------------------------------------------

This only works on NT Workstations.

The best solution is to use policy's.
Make a policy for the user-group you intend this message to pop up for, save it in netlogon-dir. Name the policy:
ntconfig.pol for NTWS-clients
config.pol for win9x-clients.
