Limit browsing to a specific site

Is there any way to configure Internet Explorer (or another browser if necessary) so that can only be used to view content from a specific site? Can this be done using parameters withing Windows NT, or IE, or would 3rd party filtering sofware be necessary? This is on a public access computer in a library and we want patrons on this specific machine to view a specific online database rather than have free reign to view the entire internet (we have other machines for that).
Am not opposed to switching OS on this machine if necessary.

For IE versions 4.0; 5.0 and 5.5:
1) Right click on the icon for IE
2) Select Properties
3)Select Security Tab
4)Select Internet
5) Custom Levels
6)Then make sure the RADIO button is set to where you wish
7) When this is complete Select the Content Tab
8)Select the Ratings Tab and go to each "Key"
and move the Level bar to HIGH on all.
9) Continue with the rest of the Tabs if you wish
10) When finished select "Apply" then " OK"

You could also try setting the homepage to the page you want them to view, then hiding the "Address" bar so they can't type in any URL's.
Also, remove any favourites that are listed.

I found the best answer to my question on http://www.northville.lib.mi.us/tech/lockinie.htm. Basically, you tell IE that it is using a proxy server (which is non-existent) and then tell it Not to use the proxy server for addresses beginning with: and list whatever sites you want to allow.
