mirroring two windows 2000 servers

I created two identical windows servers, one is domain controller, the other has not been setup.
I want to setup the second server as a backup so if one server is down the other takes over.

Enable Active Directory on the second server, which will turn it into another DC. Duplicate services (DNS, WINS, etc) on the second server. NOTE: if you are using DHCP, you must split the scope. There are also some roles that can only exist on one server in a given domain. However, this setup will give some measure of fault tolerance and load balancing.

Alternatively look into Windows Advanced server's clustering capabilities.
