remove mouse from system settings. Disconnect mousE from CPU, REBOOT.

Let computer restart without drives then restart again. Proceds witha clean install of mouse and drivers.

USB has compatibility problems with a lot of BIOSes. Try running the mouse from your COM1.

Check your mother board manufacturer for the latest bios and/or drivers and patches. You can also try to re-install the mouse drivers, and if that doesn't work, clean your mouse by removing the track ball and cleaning the rollers with a que tip and rubbing alcohol. If non of these resolve your problem check for updates windows 2000. If there are no fixes then get a new mouse.
