my pc cant boot up

can anybody help me?, if i turn off my pc and open it again the mother board will open, all fan will open even the cpu fan but it cant boot up, BUT if you turn off again it will boot up in a normal process. so evrytime i power off my PC i need to power on 2 times for it will boot up again.
pls need advice.

Please go to your system bios and try this.
1) disable APM/ACPI features.
2) Try reloading the default BIOS settings

hi, i tried ur sugestion but it cant go to the windows, it boot up perfievtly but it cant go to windows

While you are at it you can also check

The BIOS Battery to make sure that it's not gone flat and causing the system to hang on the initial Boot as the BIOS Data is wrong.

i already try to change the bios battery but still the problem exsist, I already updated the bios still thesame, my mother board is biostar T force 965pt
