What version of Windows, and What web browser are you using?
Also, what modem and video card do you have?

Since this is in the XP section, I will assume Windows XP.

First, do you have the latest XP version drivers for the modem?

Second, have you installed the Security, Critical, and compatability updates fro XP?

I have personally experianced 'supported' modems that just will not function on some motherboards under XP.
So, trying a modem with a different manufactures chipset on it may be worthwhile.

Next, how big a power supply do you have?
250 Watts just is not enough for the newest CPUs.

the cpu and motherboard and power supply are matched as per build requirements the video sound and modem are all on board yes it is xp and yes all updates have been installed so, i do not believe that this is a modem / sound/ video driver issue as the pc was built to spec by a reputable pc builder.

Okay, this may take some work to get to the bottom of the problem.

First, open the Performance monitor from the Administrative tools menu on either the start menu, or Control Panel.

Run your browser in a small Window so that you can watch the performance monitor as you go on-line.
You should only see small spikes of 100% usage of ANY resource.
If any resouce pegs at 100% usage, that is a clue to what is happening.

Next, download either Sandra Lite www.sisoftware.com
or motherboard monitor http://mbm.livewiredev.com/

Thes will let you know if the CPU temperature or power supplies are going out of specification.

As a side note, I try to avoid motherboards with ANYTHING built-in.
The mfgs just make too many performance comprimises to keep the cost down.
On-Board Video, Sound, and Modems ALL use CPU clock cycles in place of having their own controller ICs. While this makes the system cost less, it significantly reduces performance.

Thinking about it, are there any particular web sites that are more apt to cause a problem?

A web site with video action and audio could cause a system with everything built-in to have a conflict.

I concur with your plan to have the people who built it up for you take a look at it.

I suggest that you have them hook it up while you are there, and show them how it mis-behaves.
That will help them duplicate the problem themselves.

It is possible that you have a bad motherboard, or power supply.
