That sounds like the DVD Burner itself

The easy way forward here is to enter the Device Manager delete the DVD Drive and restart the computer.

Allow Windows to load the necessary drivers which it will do automatically and then see if the Drive works.

As another test you should stick a Boot Disc into the Drive and try booting off the Boot Disc, you may need to enter the BIOS and set the Boot Order to optical Drive first here and then see if the system will boot off a Optical Disc like the Ultimate Boot CD or a Windows Install Disc

The Ultimate Boot CD is available here free

      http://www.ultimatebootcd.com/download.html

If the system will not boot off a Boot Disc the Optical Drive is shot and needs replacing. This comes about because disc’s are left int he Optical Drive when they are not required and the LED’s that generate the Laser Beams loose intensity to the point where they no longer provide enough light to read a Disc in the drive.

With a DVD Drive there are 2 distinct LED one to generate the Light for Cd’s and the other generates the light for DVDs. So it’s possible that one type of Disc will work while the other will not.
