Netware 5.1 License issues

I am experiencing login issues on my Novell Server. At least once a week in the morning when everyone is just getting here and logging in, the network will become extremely slow and then new users logging in will receive error messages 8901 can not map drive. This appears to be a licensing issue. This morning after unloading the licenses and reloading them a few times, the users were able to login. Now whenever I go into NWAdmin to check on the licenses, it shows that the last time the units were at their highest (more than the number of licenses we have by one) it is the current time. When I look at the units in use, it shows the same users with several licenses in use. They are only logged into one PC. These users however have restarted their PC's because of log on issues. But the licenses are not being released when they reboot.
