Make sure that the CMOS reset jumper is set to normal.

Many motherboards ship with the jumper set to clear, and that will cause a no boot situation.

If the CMOS jumper is in the normal position, it wouldn't hurt to perform a reset.

Next, double check that the CPU, RAM and video card are properly seated in their sockets.

Make sure that you have the power supply and power switch lines properly connected.

You do have a power supply with the extra "auxiliary" power connector for a P4 system?

Also, try a different CPU fan. Some motherboards will not start up if the CPU fan does not report it's RPM.

The next thing to check is that the motherboard is not shorting out to the chassis.
Either at the mounting posts, or from a long lead.

I have also seen problems if a grounding finger from the I/O shield gets into a connector.

After you have checked the setup, looked for shorts, etc. , which I am sure you have done four times now,
Check the switch.
To troubleshoot/check:
Remove the the small two pin plug that goes from the motherboard to the switch.
Take a very small screwdriver, (Normally called a tweaker) and short the two pins on the motherboard to simulate pressing the switch.
(You just have to touch the screwdriver between the two pins for a second.)
If the PC starts, the switch is bad, or the wire to it.
