No log in prompt at boot

I am trying to set up a home network and have windows 98 and a windows ME machines. The 98 was a breeze but the ME doesn't show a network log in at boot.
I have uninstalled the microsoft client and reinstalled many times. The sharing is set up right. The device manager shows that the card is working.
What am I missing?

It might be as simple as this:

Click Start, point to Settings, click Control Panel, and then double-click Network. Click the appropriate setting in the Primary NetworkLogon box, and then click OK.
Delete the following entry in the following registry key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Network\Real Mode Net

AutoLogon=xx

Go to control panel / users. Add a user to the system. Change primary network login to windows login. That should take care of it. Also, make sure both computers are on the same workgroup.
