Are you trying to run Personal Web Sever? Check if you have TCP/IP running at all. Are you able to ping local network, DNS servers, Internet sites? Don't you have any another application running on TCP port 80? Aren't you trying to run PWS on "non-standard" TCP port which may conflict with another application?

What Operating system are you using? Windows 98, windows ME or newer like XP or 2000. What are you doing when you receive this error? Using explorer or just looking at web pages. Dose this come up when you start your computer or when you click on a short cut on your desk top? You may need to reload explorer on your computer.

Windows is not able to load the subroutines that control the Transmission, and Packet Assembly for transmission over the Internet.
Judging from the simple way you asked the question, with no background, the probable cause of this error message is that the TCP/IP drivers are not loaded.
Check under My Computer, Control Panel, Windows Setup, Communications
to make sure they are loaded.
Regards, Chris
