Many times a program goes in not responding state when seen in close program window.What are the causes

The problem could be corrupt files,you can try deleting the temp files and run scan disk to check for errors on the drive,sometimes it is helpful to delete the My Documents folder,if the problem persist with the same program you mau want to considerre-installing it.

Almost always this is a resources issue.

Is this Win98?

Run msconfig, check slecetive startup, go to the startup tab, uncheck everything except systray and explore. These two are the only programs Windows needs in order to operate... all the other lines are from programs that have been installed and they start at boot and eats your resources. Uncheck them, save and reboot. Test... I'll bet the problem goes away.
