What is the disaster recovery plan/action
for an SQL sever 7.0 when you have to rebuild the server from scratch

Your best action is to ensure the database files are being backed up regularly - then in the case of the server going cactus just rebuild to previous specifications and restore the datbase files.

I think that's what you mean ?

if not please expand on what level of disaster recovery is required

If you are going to have to rebuild the server from scratch the best plan is honestly to use ghost if you are rebuilding the same server you can create and image of any partition which is compressed and then store that image on network drive or burna cd then if it dies you just use your dos boot diskwhich has the cd rome drivers and resore from the image and you are back to where you were when the image was made.
