NT File Name Saving

Somewhere, Windows NT workstation saves some files (by default) with upper case first letters. I need to find a way to force the filename to always be lower case letters, or at least be able to change it. Any suggestions? Thanks.

If you use the copy command and specify the destination in lower case, the file will retain the lower case attributes.
