No registry hack needed! The startup screen is WINNT256.BMP. Replace it with one that you like. To do this, go to Start|Find|Files or Folders, type WINNT256.BMP in the Named box, and click on Find Now. When it locates the file, which should be in the Winnt folder, rename it. Next, open the Windows NT Explorer, go to the BMP file you want to use, and drag it to the Winnt folder. Rename that file WINNT256.BMP. Now when you boot, you'll see the new splash screen.
