Outlook can not find Excahnge server

I have MS SBS 4.5 and exchange server 5.5 with SP2. Exchnage server gets e-mail from ISP mail server. All user can send and receive e-mail except when Exchange server can not connect to ISP mail server. Some times ISP Internet connection goes downand that time outlook user can not find my exchange server eventhough they are logged in to the NT server OK. Why User can not open Outlook without any problem when Exchange server can not find ISP's mail server? User can not send receive e-mail but at least outlook should connect to exchange server which is on LAN.

Review your connection settings to Lan,look at services from the tools menu,choose options from the Tools menu to open Options box
Click the Internet E-Mail tab
Select Check My Local Network Connection,check the minutes
Select both Check InternetExplorer or 3rd party Dialer Connection and Automatically Dial When Checking
click OK
The other part is that you may have problem with your Internet Server Provider

Outlook finds the Exchange server by its NetBIOS name. To find that it looks in the LMHosts,Wins and DNS. When the internet is not connect it cannot query DNS, so it sits and waits rather than moving to the next option. Your best bet is to setup WINS and have DHCP give out the WINS address to the clients, if you have only a few machines enter the address of the Exchange server in the LMHosts file.

Thanks. Actually this was the problem. I just created hosts file under windows and added ip address of my NT server and everything was OK. When I put the sniffer, I realized that outllok is sending dns request to internet for my NT server andso it was not moving forward. Even though it fixed my problem, I am not sure why it did not send request to WINS (my NT server) server even though it was configured. It was only sending request to DNS server which was ISP's DNS server. Anyway.. thanks for your answer.
