OWA not working for mailboxes on Exchange server 2010

We are transitioning from Exchange 2003 to 2010. We have one 2003 and one 2010 exchange server, ( no front end servers). Accounts with mailboxes in the exchange 2010 mailbox database can’t logon to OWA while accounts with mailboxes in the exchange 2003 mailbox database can. The exchange 2010 URL, (CEIMail.ceimaine.org) resolves to the OWA Logon page, and after clicking “Click here to check your email” it resolves to
https://ceimail.ceimaine.org/exchweb/bin/auth/owalogon.asp?url=https://ceimail.ceimaine.org/exchange/&reason=0. Logon attempts from accounts with mailboxes in the exchange 2003 server resolve to https://ceimail.ceimaine.org/exchange/, and are successful. Logon attempts from accounts with mailboxes in the exchange 2010 server resolve to https://ceimail.ceimaine.org/exchweb/bin/auth/owaauth.dll, and get a “page cannot be displayed error”.

Accounts with mailboxes in the exchange 2010 mailbox database can send and receive from Outlook clients when connected to company network.

I cannot figure out what is causing this. I have checked the HTTP Redirect settings in IIS on the 2010 server, and configured the virtual directories.

On which server is the Client Access Server role installed?

The CAS role is installed on the Exchange 2010 server.
