Ownership

Who should take ownership of software licensing? Making sure compliant, knowledgeable of the rules/legalities of the agreement, inventory, upgrades, maintaining a record, etc...
Our current position, we have no idea when we pull our files or from a database how many license we have or if we are compliant.

The IT or PC support manager probably has the most to lose if there is a problem.
So, ultimate responsability rests in their department. Along with top management.

There must be strong support from upper management for any policy to function. This includes a willingness to expend funds to clean up any open issues.

After that, it comes down to an issue of policing the policy. Again, this is easier if users and managers don't have to play 20 questions, and spend 3 days justifying why they need a piece of software.

As draconion as it sounds, the best thing to do may be to have a secure cabinet with a box or folder for each PC that contains the original copy of all installed software and registration certificates. If there are instances where the user needs regular access to the CD, you can legally make a back-up copy for their use.

The system administrator (if you have one) should really have that responsibility. It is up to them to keep in compliance with all software licensing agreements as it is they who do the installing. If there is not an admin who usually takes care of this, it would be up to the manager who makes the decisions regarding the install/purchasing of said software according to company needs. With liability issues out there now a days, you can never be too sure who is responsible though.
In my positionas system admin, I let the owners know of any situation that is not compliant. I am not the one who decides what to purchase, I jsut tell them where they are at in terms of licensing issues...it is all I can do.
