page can't be displayed in IE

when i trying to browse sites an error message : page can't be displayed comes when i use a port scanner program it shows all ports are closed. Is there any solution to open closed ports needed for internet browsing other than reformating the computer.
re-installation of windows dosen't work in this case I've tried this

Here's how to turn off your Windows XP firewall
If you have third party firewall software installed, please give details as what it is.

To enable or disable Internet Connection Firewall
Open Network Connections
Click the Dial-up, LAN or High-Speed Internet connection that you want to protect, and then, under Network Tasks, click Change settings of this connection.
On the Advanced tab, under Internet Connection Firewall, select one of the following:
To enable Internet Connection Firewall (ICF), select the Protect my computer and network by limiting or preventing access to this computer from the Internet check box.
To disable Internet Connection Firewall, clear the Protect my computer and network by limiting or preventing access to this computer from the Internet check box.

Wait a sec.

Who are you scanning? Your own computer, or the remote web server you were trying to look at?
