In a program you must use fuction
NET_API_STATUS NetUserChangePassword(
LPWSTR domainname,
LPWSTR username,
LPWSTR oldpassword,
LPWSTR newpassword);
for more information, see the microsoft knowledge base : Article ID Q151546

Do you want to change the pwd of a domain account of local? THey require different approaches. Answ#1 is correct for a domain account or a local account if you are actually sitting at the workstation, however this does not work on a remote workstation.

You have two choices with the products MS provides.
load the rcmdsvr.exe on the remote workstaion and open a remote command prompt and type net user command as though you where local, or you can use either the sc.exe or at.exe commands to schedule a task to run on the remote worksation, but have it happen immediately, so the use does not get the time to see the password change in clear text.

version #2 is risky relative to security, unless performed during non-use hours.
I have written a script that hits all workstaions on the domain as per the rcmd method.

I have done this using the NET PASSWORD mentioned above and wrote a KIX script around it. One word of warning:
We had the problem that all the 98 laptop users that were ras'ing in could not use this method unless you specified the PDC (look at the syntax at with NET PASSWORD /?)
