Preventing and tailoring users' email

We have a number of users who are taking liberties with their external email and management have asked us to disable their rights for external emailing.

Firstly, what is the best way to do this (we use Exchange 5.5) and secondly, if we do allow rights for certain users, is there a way of having a copy of their outgoing messages sent automatically to a manager's mailbox for monitoring purposes (as they would like it would be as automatic a process as possible).

To have a copy automatically sent to the manager - in the recipients properties, go to the delievery options tab, select Alternate Recipient, and also check "deliver messages to both recipient and alternate recipient."

The only way I can think of to only send internally would be to delete the user's SMTP address from the E-mail Addresses tab.

It may be illegal to do that depending on the state. But e-mail policies should be written and punishment should be explained before any such action is taken.

Answer number 1 works. I have had that situation happen. Even with the SMTP address removed, the users can still send external email, but should not be able to receive the email back very consistently.
