Programs to set/protect Windows settings

I'm trying to set up several PC's for a group, they're wanting for the users to be able to run a couple of programs, but not change any Windows settings (username, password, IE settings, and more adv stuff) I would like to find a program that is safe and free of charge to do that. Opinions?

Are the PCs on a domain? Then your answer is Group Policies

If not, group policies may still be what you need, provided these pcs have "professional" versions of Windows.

Unfortunatly, they are not on a domain. And it would cost too much to get a Domain Controler, etc.

"GP" may be employed without a domain too.

As I wrote in my first answer, if you have "professional" OS, then you may still use policies, but enforced locally.

However, for this to be meaningful, the users should not have "administrator" privileges.

Is something like Deep Freeze

Set it to return the computer to it's original condition on the restart.

are the computers running? If it is one of the pro versions of windows you may be able to set some of those things in the local security policy.
