Purchasing of IS Equipment

Should the group that repairs/services hardware/software and request items to be purchased fall under the same manager that controls the purchasing of such items, knowing there is a Vice President signing off as well?

Sure, why not? They should be the ones that at least submit the requests especially if custom configurations are used for specialized software or hardware. If you're in a huge organization such as a government agency, you may have to have these functions under different managers to maintain accountability. If there is no accountability, people could just order whatever they wanted and who would know? This would be an argument in favor of keeping them separate. As the IS person, I would wantto be able to get what I needed faster without having to have everyone and their mother sign off on it, but as a manager, I would want some accountability for my staff. As an experienced human being, accountability isn't a bad thing to have when other humans are involved. Best wishes.

By all means!!!!! The very same people who do the repairs and service often know which product is the right one for your environment. If the vice president is not directly involved in the service aspect of your company, get him out of the decision process, he has other duties to perform.

In many companies, the IT department falls under the Finance/Accounting dpartment. Thus, the top management/director/VP is responsible for both. Think about it, Unless the firm is huge, and can justify a CIO position, what division would you put IT under. In many companies, finance is the group that depends the most on their computers. The situation you describe seems, in my experience, typical.
