Quality "Black Belts" vs. Outsourced Pro

As we build our web marketing infrastructure, we're also looking at documeting how users will publish to this new infrastructure. We considering using in-house quality "black belts" vs. one of the large outside firms. And, of course, we want to complete the process in 30-45 days.
(1) Anyone with experience with either?
(2) Is our timeframe realistic?

Our company depends heavily on end-consumer contact. Therefore the web content is a core function of our business. As such, we have done 2 things to support this function:
1. Built a 'dynamic' site.
Most of the content is driven from a database whichis updated by the marketing team versus static pages.
2. Kept the resources in-house.
With something this core to our business, we felt that it was key to keep it internal.
Incidentally, we have a significant amount of services outsourced, but in general our strategy is to outsource commodities and insource core functions.

(1) I strongly recommend in-house "development", but you may want an arms-length overseer...someone to review and give you a reality check. This is true whether you are publishing on the web or otherwise.
(2) Time frame depends on what shape your materials are in to begin with. If what you currently have needs some work, then add that to your estimate. The old GIGO principle.

1 - I have experience with creating web pages for people and also consulting for them. I use a free program from Australia nameds: 1stPage2000. It is a very nice program and quite easy to use. Ii could FTP or use the web based cgi programing of the site to publish the web pages . As an individual I have part time business and with creating web pages, there is so much one needs to have as information to keep the web pages well fed and creative. http://millnet.homepage.com

2 - Are these 30-45 work days or just a flat time frame inclusive of weekends? If it is only WORK DAYS, I feel the timeframe is realistic

It sounds like you are looking to do process definition and documentation, rather than anything to do with the content and it's use.

If this is the case, your Black-Belts (Black-Belt is a term used in 6 Sigma quality management, a methodology originally developed by/with Motorola and now widely used by co.'s such as GE and Black & Decker) would probably do a good job, provided you can give them the right information. Chances are they will know nothing at all about what you want to do, but will have a very good handle on process definition and management, so will help you to create a good process, provided you know what you want to do.

If on the other hand, you are looking more at what the content should be and how it is used (i.e. you don't know what you want/need, and are looking for advice in this area), then I would go for the external help.
