Recovering Outlook Public Folders

We are using Outlook 2000 SR-1 on Exchange 2000. We have Public Folders where we have given "owner" permissions to the end user that has requested the folder. A few times now, the users have non-intentionally deleted their Public Folder and we are unable to recover the folder. Neither the folder owner or any of the Exchange Admins can do it - we get a message that says "you don't have the correct permissions to do this". I've searched Microsoft's knowledgebase and Technet but have not found any mention of a "bug" that would cause this. This problem is hit or miss - sometimes it does actually work and we can recover a deleted public folder. Anyone out there experience this problem?
