What do you do when a company you list on your resume as having worked for does not give references? Most companies anymore adopt this policy in fear of the "s" word (sue!). What comments do you have about this? Second of all, where does this leave the
potential employee? What options does this person have? Let me know. My name is Paul, and my e-mail address is: frodoxtc@earthlink.net. Thank you.

You might see if your former manager or a co-worker would be willing to give you a reference directly instead of going through the HR department. The former manager or employee does not have to be still working at the company. You might also see if a former customer/user you supported might be willing to give you a reference. If all else fails, just explain to your prospective employer that the company you used to work with doesn't give references. All companies should be able to verify that you did indeed work at the company during a period of time.

The "No Comment" policy has been in effect for the last 25 years and hiring Officers with Companies that have any experience with hiring practices will know this.
Best move is to be factual on your resume. If previous employers give "no comment", the new prospective employer will then have to come to you and use their experience in weighing a face to face interview with you.
In the interview be prepared to offer first and last salalry stubs from payday checks. Above all. Do not pad your experience or abilities. Good Human Relations recruiters will know easily if your genuine or just plastic, hoping to pass as quality skill.
