Have you moved from 2003 to 2007?
Has your exchange server been updated from 2003 – 2000 to either 2003 or 2007?
to use a switch goto run then type in outlook.exe /withruleneeded

/c Creates a new item of the specified message class (Outlook forms or any other valid MAPI
form).
/a path:\ Opens a new e-mail message with the specified file attached.
/importprf Creates an Outlook profile based on the information in the specified .prf file.
