Request timing out when using ping

I cannot ping our pdc from one of the NT4 bdcs. Other pcs and svrs can ping successfully. The bdc can ping other devices on the same subnet as the pdc. I think its a wins issue

Can you PING the IP address of the PDC from the BDC?
Are the PDC and BDC on different subnets?
Let me know, and I can help you use the LMHOSTS file to fix this. It's easy.

Ok, the fact that you cannot PING the PDC from the BDC, but you can ping other machines on the same subnet as the PDC, worries me.
Are your different subnets divided by a router, or a VLAN on a switch? If it's a router, please make sure that the router can PING the PDC.
Also, do a TRACERT from the BDC to the IP of the PDC.
And, can the PDC PING the BDC's IP address?
You see, in using the IP for these test, we get WINS and/or the Computer Browser service out of the loop, and work with straight IP connectivity.
Let's see, other things. Is there a firewall running on the PDC? Something like ZoneAlarm, or something else that could be blocking the ICMP packets?
Again, it's weird that you can't PING the PDC but you can PING other devices on the same subnet as the PDC.
These's something missing here.
We need to get the connectivity resolved before we go about making Windows use it for name resolution and authentication.
But eventually, once the connectivity issues are fixed, you are gonna use the following Technet article:

This article tells you how to modify the LMHOSTS file on the BDC, linking the IP of the PDC and its COMPUTERNAME together.
You also would need to set up the LMHOSTS file on the PDC the same way, linking the IP of the BDC and its COMPUTERNAME together also.
Nice little trick, the LMHOSTS file. I have to use it myself so my BDC (on one subnet, located 20 miles away, on another subnet) and my PDC can talk to one another. I had the same issues where name resolution between the two constantly failed. But, I had the easy part, in that my IP connectivity worked.
So, let's fix that first, then we'll deal with name resolution.
