Responsiblities of a Project manager

I just saw a post asking about the responsibilities of a IT manager and I though that I could use similar information about project management.

What are the responsibilities of a project manager (not only main, but all), what are the things that he should definately know?

Here is my shot at a partial list:

1. Manage the project plan (track activities, resources, costs, dates, to ensure on-time and on-budget).

2. Staff supervision and optimal allocation to tasks.

3. Protect developers/engineers from the non-development activities initiated by outside forces.

4. Development of personnel.

5. Facilitate team meetings.

6. Develop plans and goals that a achieveable but challenging.

Answer #1 is pretty good, so I'll answer the second part of your question. He/she should have middle to upper-management experience; good people management skills; a working knowledge of the type of work being performed; the ability to think 'out ofthe box' - that is, to solve complex issues by instinct, not trial and error or research. He should NOT get directly involved in the actual day-to-day implementation of the project, so he needs to be able to delegate responsibility and authority appropriately.

Most common reasons for failure:
1. Underestimate the human resources or time needed.
2. Spend too little time on planning activities. The implementation phase is much shorter than the planning stage.
3. Do not correctly identify the stakeholders, or get their support. Find out how they will be affected.
4. Do not go back to all stakeholders repeatedly until everything is finalized.
5. Allow a week to go by when the project gets behind. If this occurs, likely you are not monitoring closely enough. Problem areas must be corrected immediately!
6. Not everything is in writing. Get all communications in writing! Summarize everything that is agreed to after each meeting and distribute it.
7. Don't control the desired outcomes and the expectations. Thoroughly address this first. This must be solid before you start the project; if these change significantly during the project, you are usually doomed. You may need a feasibility study or project before you plan the project.

I can't add much to these excellent suggestions, other than one useful experience. At my previous employer we use a dual project mangement model. This called for both a business as well as an IT/technical project lead to share the responsibilities. This worked exceptionally well in that is committed the project sponsor to the sucecess of the project and allowed the technical lead to focus on technical rather than "soft" issues. I'll be happy to forward the list of duties if you're interested.
