John -

From your description, you have so much corruption that you should do a complete OS reinstallation. Save your important files to any suitable backup medium, then format the primary partition in which you will reinstall your operating system.

Grab the original OS disc and do a 'clean' reinstallation. Reinstall your applications. Then recover your files from your backup.

Do not depend upon System Restore - it will fail when you most need it, even if you regularly create manual restore points.

I recommend Norton Ghost (Symantec) which runs ~$70 in U.S. dollars. Make periodic backups of the entire drive to an external hard drive. Should disaster strike, you can recover a working configuration in minutes.
