Restrict Internet Access for user but allow Administrator Logon Access

We are on a domain.
Windows XP.
Mainserver Windows Server 2000.
We use a third party for our Email and access it via MS Outlook but we need to have the Internet enabled via TCP/IP.

We have asked the users not to surf during office hours etc but if they abuse this trust we will have to restrict them and to remove the Internet from them, can we do this but still allow the Administrator logon to have internet access to do downloads and upgrades etc? If this is not available can we restrict the user and Administrator access?

Internet restricting

while you are on the restricted user account, go to internet options and click on the connections tab. then from there click on the LAN settings button at the bottom, and click the check box to connect through a proxy server, and type in the box next to it "127.0.0.1" . this will make whoever uses the restricted account unable to access the internet.

It works a treat, user still able to send and receive emails and get necessary updates to their virus software. Thanks again.

Can it be changed?

I'm interested in doing this too but what is to prevent the user from changing that setting? We would like to restrict Internet access through VPN but I don't know how to do that.

Use Group Policy

I would use a Group Policy setting to restrict access to the Tools/Internet Options/Connections page in IE. Go to Start/Run, type gpedit.msc, Computer Configuration, Administrative Templates, Windows Components, Internet Explorer, Internet Control Panel, Disable the Connections page, and click Enabled, then OK.
Users will be prevented from changing proxy server information.

Need password in SBS

Our preference would be to have a single password that controls access to the internet. Only permanent staff know the password and we change that password from time to time if the Temps get wind of it.

RESTRICT USER FROM OPENING WEB SITE

USER NEED TO OPEN ONLY ONE SITE. APART FROM THAT ALL SITES NEED TO BE BLOCKED. PLZ HELP ME ON THIS.
