How do I restrict browsing to only Intranet pages in I.E. 5 running Windows 98.

I may be way off base here, but one would need more information in order to give a satisfactory answser. I presume you are connecting to the www through a single point (like a proxy server/shared modem connection perhaps?). In order to prevent internet browsing you would need to configure this at the point of internet access, not at the browser itself. In a network with a proxy server you would assign permissions to users to browse the internet by configuring the proxy server itself. IE 5.0 would contain the proxy settings in the "Connection" tab of the "Internet Options" dialogue, and when a request is made by the browser to access a website, this would be made to the proxy.

Anyone would still be able to configure their own internetconnection to an ISP by installing a modem on their workstation. In order to prevent people from doing this, you would need to set up a system policy to restrict access to the configuration parameters (restict DUN access/hide internet options dialogue in IE) with Windo

ws 98 & IE 5.0. In the absence of a system policy, you could use TweakUI to hide these options as well. Using system policies or TweakUI can be a fairly dangerous exercise unless you know exactly what you are doing. Hope this helps!

If you do not have a server on your intranet go file>work offline.
if you do have a server, you need to provide more info on your connection., but the idea is to tell the IE connection as not to use proxy for local(intranet) addresses. (in tools>options), and delete the proxy settings.
If you have a NAT, change the connection to manual dial.
If you're direct to net, unplug whatever gives you that connection.

Are you using a firewall which restricts access to the internet. If you are then you can configure your Firewall to keep users off the internet. Also you could specify a DNS that only has entries for your intranet. If you wish to get some users access to the internet and restrict others then you should use DHCP to assign your address and then use static addressing for those you wish to get to the internet.

If you remove the DNS server settings from there network neighborhood TCP/IP settings they will only be able to browse intranet, they will not be able to browse internet.
