Restricting Public Folders

Is it possible to restrict a public folder so that a user is able to read the content of the folder however they are not able to export or copy the folder to another folder or to their mailbox?

No I know where those restrictions are. However if you grant Read permission the user can also copy the folder from the Exchange server to a .PST file or just export it right from the Exchange server. Since our folders contain critical company contact information we want people to be able to review the information however they should never be able to copy it and/or export it from the network.

You cant stop people from copying the contacts.
Giving them permission to see the folder and its contents means giving read permission, and read permission doesnt stop people from copying the items to another place. It will just stop them editing the items in that folder.
