Router 1700 pinging problem

Hi Experts !!
I have a problem with my Router 1700 series
it was working fine ,but I got New router its working Now > I wanted to Make the Old Router Buckup Connection specially I got New Line with new Router. My problem is I have to change the Serial Inteface IP while I change it then try to ping it I dont get any reply, pinging working only with the old IP if i changed that IP to another never get reply ( for example My old IP 213.177.221.38 my new Ip 213.177.221.34
its working only with octe 38 not with any other octect even if i changed the Ip completly , line is up port is up in both interfaces, here is my old and my new configuration files,
My Q Now How I can set the IP for serial Interface and make pinging working what steps should I do ?
