Do you want to use it as a screensaver or as a desktop background?
As a background go to Display in the Control Panel and on the background tab Browse to the location.

There are numerous things that you can do.

There are screen-saver packages that you can get that act as slide-shows, and cycle through a number of images.

There are also programs that allow you to add features to an image such as moving water,or flickering lights.

All-in-all, it depends on how ambitious you are.

You can download screen-saver software from your favorite free-ware or share-ware site.

I use www.nonags.com
www.download.com

There are numerous sites that offer screen-savers and related files.
One slide-show package is available from www.secondnaturecd.com
The free versions are designed to promote their image collections.
You can add your own image, and I think you can set it up to use only 1 image.
