Might be a bit more specific on ' not scroll down'. Is this with a mouse on the scroll bar, using an arrow key, both?

I had a similar problem at the office. Turned out to be just my stupidity. When I was pressing the down arrow (or up) or using the scroll bar, the screen was scrolling but the cell selection (row/column position) stayed the same.

This turned out to be 'normal' operation when the Scroll Lock key is ON.

Here are some suggestions:

Go to Tools>Unprotect>Worksheet

Go to Windows>Unfreeze Panes

Select the whole worksheet (the gray button to the left of A and above 1) Go to Format>Rows>Unhide.

Make sure Scroll Lock is off.

Use GoTo (F5)to go to an area below what can be displayed and Unhide rows.
