Second Hand Laptops

If you buy second hand laptops,can the activity of the previous owner be traced back to the new owner because of the IP assigned to the laptop by the ISP?

There is a very slim possibility IF you just happen to be using the same ISP as the previous owner, otherwise, no. The previous owner, however, should be aware that if he does not take suitable precautions, he could be selling all his personal information that he put on his laptop; starting with his name and address, perhaps his social security number, maybe bank account numbers and probably credit card number used for Ebay purchases.
Before selling his laptop he should have deleted all this personal info and overwritten it, defragged the HDD, Cleaned the registry, AND then reformatted the HDD and reinstalled the OS. Its what I refer to as the belt and suspenders mode or put it under the class of better to do it than not and have it come back to bite you. That was advice given by a legal forensic computer specialist, I forget who but it was somebody on TR quite some time ago.
