Send on behalf as

I'm running exchange in a clustered enviroment with terminal server and citrix metaframe. I have a tech support mail box and when i give send of behalf permission to another user. It will not let the user send any messages.

Give the user Author or Editor priveledges in the Mailbox Owners settings. Then, double-check the client configuration - make sure the Tech Support configuration gives Delegate Access to the user, and the user can open and see the mailbox.
