Sending email to a contacts list

I have a public folder on Exchange 5.5 that contains hundreds of contact entries.

How can I send an email to all of the members of this public folder, without first having to create hundreds of custom recipients for a distribution list?

Client OL97 (what im using).

File,
New,
Distribution list,
-Press Select members button
-Scroll down list of list locations (gal is first by default) and down the bottom should be your public folder (underneath outlook address book and contacts on my machine)

Wallah.. all your contacts in the public folder are now available for addition.

Select first and scroll to bottom and shift select the last and add every item to the recipient list.

Ok the additions, name your Distribution list and off you go.

NOTE: be wary of client or server limitations on the number of users you are allowed to send to.

This gives me a client-based dist list, which is useful, but is there a way to create a server-based DL that is accessible to all users?
