Is there a way and if there is, how do a cause a service to start and stop automatically are a specific time?

You can use the at command to schedule the command to run. Type at/? from dos to see the at command syntax.

The command you want to use to stop a service is net stop service.

at \\computername /every:date 11/22/00 "net stop service "
