I am looking for a utility to monitor NT services and re-start them or re-start the server when they stop running

best one about is Robomon from Heroix Corp.

I think they offer a trial download from their website. Robomon will do the above and alert you by email when there's a problem.

I use a great monitoring utility from freshwater.com called sitescope. It will monitor your service and you restart it for you if you want. Pretty easy setup.
