Why does the short cuts ie, link files not work on a computer in my charge the icons do not relate to the program and double clicking on them will not start the program, although the shortcut targets it in the properties tab.

If your shortcuts don't work it is because they're pointing in the wrong direction. Period! There is no other excuse.

If the Shortcuts relate point to a program then check the path and program name. Make sure that you include the extension in the target name.

If the shortcut relates to a file then the file must be associated with a program for the program to open it.

Right click on the icons. Then choose Properties. There you will have the option buttons to "Change Icon" and "Find Target". You will also be able to see exactly what program file the icon will execute when double-clicked. You can also change the program address line to the right file.
One very easy way to create shortcuts is to right click on the desktop and choose "New", then "Shortcut". You'll be ask to enter the command line, which is the exact address of the .exe file to run and then you'll be ask to name the shortcut. Which can be anything you like.
