You need a proxy server

My personal favorite is AllegroSurf from Rhinosoft.
www.allegrosurf.com

Allegrosurf is a content-filtering proxy server application that can limit bandwidth per user, and also block/allow any sites, protocols, or services you like.

Similar functionality can be had with the Squid application on Linux, the Untangle application on Linux, or using a commercial product like WebSense or similar products from Barracuda or Cisco.

Microsoft does have a basic proxy server called ISA that's part of the OS. It does not work very well, but it's free. To control bandwidth with ISA you need a third-party product like Bandwidth Splitter, which is an add-on for ISA.

Robo_dev is right, the build in Windows proxy will not control bandwidth, and it is limited
