Sound Stutters and no Conflicts

I installed an Opti930 Sound Card on a Win95 OSR2 system. The Midi plyback is fine. But when you play a wave file with Sound Recorder or Winamp it stutters and plays interminably. For exmple the Windows Start -Up Sound never stops. The only way to stop it is to play a wave file with Sound Recorder and stop the playback. That stops any other sound that may be playing. There are no system conflicts such as IRQ or DMA or I/O Range.

After confirming your hardware, the next logical step would be to reinstall the soundcard drivers. Make sure you have the latest by checking manufacturers site.

I would remove the startup/shutdown sounds that have been setup on your PC, these are known to conflict with MP3 makers/players.

That is a very good symptom of using drivers not optimized for that OS. Try to down load the latest version from the sound card manufacturer.

I have seen instances where the modem causes the sound to stutter. Remove the modem driver and card and see what happens.
