standardizing calendar views

We're using public folders in outlook calenders on outlook 2000 with exchange server 5.5 sp4. What we're trying to do is have an office calender where we can list everyone who is out on vacation and out of the office. The problem is that some people can't see all the entries. We are using day view. Some of the entries are recurring, some are all day, some are for half day. They are all set up as all day events. It doesn't seem to follow a pattern as to what settings influence weather or not we can see the entry. Does anyone have any ideas that may be causing this? Thanks!

One thing that may cause an entry to not display is if the user posted their Free/Busy status as "Free", rather than "Busy" or "Out of Office".
