Simplest way: go to Start -> Programs -> Accessories -> System Tools -> Disk Cleanup. One of the options is to delete temporary internet files.

That was one of the first things I tried. It would hang up after three bars. But I did manage to get it fixed. There was a corrupt file in my temp folder. It had to be manually deleted and then the temp internet file could be cleaned. adc

It's best to start the computer in safe mode first, to make sure the minimum processes and services are started / running.
Then clean the following:
* c:temp, tmp
* c:\windows\temp,tmp or c:\winnt\temp,tmp
* c:\documents and settings\<username>\local settings\temp (repeat for all users except "all users")
* c:\documents and settings\<username>\local settings\temporary internet files (repeat for all users except "all users")
* c:\documents and settings\<username>\local settings\temporary internet files\content.ie5 (repeat for all users except "all users")

Reboot in normal mode
