Can anyone tell me what a "three-tiered client server is"?

The first tier is your client computer,
the second is database server for data storage and the third tier is so called application server, where application programs are located.
In three-tiered architecture you may use a thin client, that is simply an internet browser. You have to call application from application server, and than application will require your input and use database server.

Its basically a way to partition the application in 3 levels. 1st tier is the user interface, 2nd tier is normally application tier where business logic is implemented and last tier is database level. Its a nice way to distribute the execution of the entire application at different levels. More general is a n-tier application which can involve different levels for user interfaces, business objects and databases.

mghandi is quite correct, be aware that the tiers are parts of an application. They need not reside on different machines. Often the application and database will reside on the same machine. And some times the applicationa and user-interface are together. There is no hard and fast rule. A good example of 4-tier client server is the web:

tier 1:client-browser
tier 2:web server
tier 3:application server (often a group of perl scripts)
tier 4:database
