There is but why not do it yourself in Internet Explorer ie

Tools > Internet Options > General > Delete Cookies

Tools > Internet Options > General > Delete Files ( Temporary Internet ) - check the Offline Content as well

You can also use the settings button to change the amount of space you wish to use and also view the files.

Also you can clear the history and change the number of days you wish to keep ie the default is twenty but mine is Zero.

Download and install the former MYIE2 browser, now Maxthon. www.maxthon.com
Runs on top of IE, gives you tabbed browsing, and deletes cookies, history, and temp files when you exit if you tell it to.

Besides the suggestions of the others, you could install Firefox, which has those capabilites. It is a great browser too. I have found many issues cleared up the minute I made the switch - less viruses, popups, etc.
