Large document created by numerous people, including government forms. How do I create a table of contents when there are so different styles used by different people?

You have to go through the document and make the heading styles consistent or Word can't recognize what is a heading and what isn't.

You can use Word's Find and Replace to replace the various inconsistent styles with one (or two) that you will use for your table of contents. First work out which style have been used and press CTRL+H for Replace. Click on the MORE button at the bottom and then click in the FIND box, click the FORMAT button at the bottom and choose STYLE, select the style you want to replace. Now click in the REPLACE WITH box, click the FORMAT button and choose STYLE and then the style you want to replace it with (e.g. Heading1). Click REPLACE ALL and all the styles will be modified. Repeat this to replace all the old styles and you should be able to create your table of contents.
